Cute Bunny - Guide on how to create this bulge effect in the comments
If you follow this subreddit, you will notice that there are only very few pictures with realistic looking bulges.
To alter fabric / clothing is often very difficult.
I can demonstrate one possible specific technique, which might work with the right picture, using "Gimp" (
https://www.gimp.org/).
The idea is to create shading (black / white)(dark / bright) on top of the area. That way, you don't have to edit the clothing / fabric itself.
Example before / after:

https://i.imgur.com/aj9AsaS.jpg Guide:
https://i.imgur.com/naTt9wY.jpg1. Create a new layer (fill with Transparancy)
2. Use the Airbrush Tool.
Switch Mode to HSV Value.
Use low Opacity, Force, Spacing etc. as seen in this picture.
See what works for you.
3. Set Foreground color to "White".
4. Make sure that your new transparent layer is active / selected.
5. Paint the center of the new bulge
6. Switch Foreground color to "Black".
7. Paint around the edges of the new bulge.
8. Use the Smudge Tool. Getting the Tool Options right can be difficult.
9. We want to "smooth" over, by painting along the center and the edges. Getting this right can be difficult.
10. You can optionally try to lower the layer opacity slightly
11. Check out the result
